New cases filed 

JPMorgan Chase Bank of Dublin has filed a complaint against Dawn D. Carnes of 5172 Fresno Road NW, Dellroy, seeking judgment for $9,189.81 due on an account. 

Muskingum Watershed Conservancy District (MWCD) of 131 3rd St. NW, New Philadelphia, has filed a complaint against Steven L. Hawkins of 1100 Fawn Road SW, Dellroy, for trespassing, conversion, declaratory judgment and injunctive relief, including an award of compensatory and punitive damages in excess of $25,000. 

According to the complaint, the defendant, Hawkins, allegedly placed a storage shed, propane tank and other miscellaneous items on another parcel of land owned by MWCD near the shore of Atwood Lake. 

The Huntington National Bank of Columbus has filed a complaint for foreclosure against Edward J. Andersen of 6396 Darlington Road SW, Carrollton, et al., seeking judgment for $30,287.70 due on a promissory note for $41,000 executed June 14, 2020. 

Criminal cases 

Bond has been set at $50,000 cash or surety in the case of Donald L. Unkefer Jr., 39, of 710 Valley St., Minerva, regarding a violation of a three-year probation imposed Oct. 10, 2024, upon conviction of aggravated possession of drugs. The matter was continued to Oct. 2 for a probable cause hearing. 

Jalizzea R. Sexton, 28, of 316 Jacquette St., Bridgeport, has entered a not guilty plea to a Sept. 3, 2025, indictment charging her with aggravated possession of drugs and drug paraphernalia offenses. The defendant was released on a $25,000 recognizance bond, and the case was continued to Oct. 2 for a pretrial hearing. 

Nicole B. Kinsley, 54, of 208 W. 3rd St., Apt. A, Niles, has withdrawn a former not guilty plea to a Jan. 8, 2025, indictment charging her with aggravated possession of drugs, a fifth-degree felony; possessing drug abuse instruments, a second-degree misdemeanor; and drug paraphernalia offenses, a fourth-degree misdemeanor. She entered guilty pleas to an amended indictment charging her with aggravated possession of drugs, a fifth-degree felony, and possessing drug abuse instruments, a second-degree misdemeanor. 

Kinsley was sentenced to a three-year community control program on 19 conditions, including a four- to six-month incarceration in the Carroll County jail. However, in lieu of the jail incarceration, she was remanded to the custody of the Eastern Ohio Correctional Center, women’s division, for a four- to six-month confinement or until successful completion of the program at that facility, and ordered to pay all court costs within 36 months. 

An intervention in lieu of conviction has been granted in the case of Timilynn Brown, 60, of 33331 Yellow Creek Church Road, Salineville, on conviction of aggravated possession of drugs and drug paraphernalia offenses. Brown was placed under the control and supervision of the Carroll County Adult Probation Department on a two-year intervention drug treatment plan. 

Eric F. Hawkins, 41, of 1090 Bedrock Road NW, Dellroy, has withdrawn a former not guilty plea to an Oct. 10, 2024, indictment charging him with domestic violence, a fourth-degree felony, and entered a guilty plea to the original charge. Hawkins was sentenced to a three-year community control program on 17 conditions, including completion of the program at Cairn Recovery Resources LLC in Zanesville. 

The case of Roger L. Kay, 39, of 6922 Alliance Road, Malvern, who was indicted June 4, 2025, for aggravated assault, has been continued to Nov. 17 for a bench trial at the request of the defendant. 

Bond has been set at $50,000 cash or surety in the case of Ray E. Heidy, 54, of 3126 25th St. SE, Canton, on a violation of a three-year probation set Jan. 24, 2025, for failure to appear at an Aug. 5 hearing. The case was continued to Oct. 2 for a probable cause hearing. 

Bond has been set at $50,000 cash or surety in the case of Ann M. McHenry, 36, of 3130 Jasmine Road NW, Carrollton, for violation of a two-year intervention plan imposed Feb. 6, 2025, on conviction of aggravated possession of drugs. The case was continued to Oct. 2 for a probable cause hearing. 

Bond has been set at $50,000 cash or surety in the case of April M. Burwell, 52, of 4725 Cleveland Ave. NW, Apt. 57, Canton, due to failure to appear at a Sept. 22 hearing in violation of a three-year probation imposed Feb. 9, 2024, when she was convicted of aggravated possession of drugs. The case was continued to Oct. 2 for a probable cause hearing. 

Judicial release has been granted in the case of Heather R. Hodkinson, 39, of 4462 Johnston Road, Dover, and the balance of a two-month prison sentence imposed Aug. 2, 2024, has been ordered suspended. The defendant was placed on a three-year probation community control program on 18 conditions upon being convicted of theft from a person in a protected class and three counts of theft in June 2024. 

Cyteria D. Randalson, 35, of 209 2nd St., Bergholz, has entered a not guilty plea to a Sept. 3, 2025, indictment charging her with aggravated possession of drugs and drug paraphernalia offenses. The case was continued to Oct. 2 for a pretrial hearing. 

The case of Tiffany M. Quillan, 42, of 425 E. State St., Newcomerstown, who was indicted June 4, 2025, for theft from a person in a protected class, has been continued for a one-day jury trial set for Oct. 21, with a pretrial hearing scheduled for Oct. 2.

Plunket, 35, of 104 Josh Lane, Carrollton, has entered a not guilty plea to a Sept. 3 indictment charging him with aggravated possession of drugs, possession of drugs and drug paraphernalia offenses. The defendant was released on a $25,000 recognizance bond, and the case was continued to Oct. 2 for a pretrial hearing. 

David B. Neff, 66, of 860 Grant Blvd., Minerva, has entered a not guilty plea to a Sept. 3 indictment charging him with domestic violence. The defendant was released on a $10,000 recognizance bond, and the case was continued to Oct. 2 for a pretrial hearing. 

James D. Moffett, 61, of 5431 Whinnery Road, Hanoverton, has entered a not guilty plea to a Sept. 3 indictment charging him with aggravated possession of drugs. The defendant was released on a $25,000 recognizance bond, and the case was continued to Oct. 2 for a pretrial hearing. 

Jesica L. Lockhart, 42, of 137 Bacon Road, Carrollton, has entered a not guilty plea to a Sept. 3 indictment charging her with counterfeiting and misdemeanor theft. The defendant was released on a $20,000 recognizance bond, and the case was continued to Oct. 2 for a pretrial hearing. 

Robert T. Lewis, 30, of 273 2nd St., Apt. A, Carrollton, has entered a not guilty plea to a Sept. 3 indictment charging him with aggravated possession of drugs and possession of drugs. The defendant was released on a $25,000 recognizance bond, and the case was continued to Oct. 2 for a pretrial hearing.
