Drugs, alcohol, sexual involvement comprise grand jury indictments
Five indictments involving drugs, driving under the influence, harassment by an inmate and sexual conduct involving a minor were returned by the Carroll County grand jury during a half-day session April 1.

Five indictments involving drugs, driving under the influence, harassment by an inmate and sexual conduct involving a minor were returned by the Carroll County grand jury during a half-day session April 1.
According to Carroll County Prosecuting Attorney Steven D. Barnett, the grand jury returned indictments against the following individuals after hearing testimony from five witnesses:
— Lee M. Beckett, 42, of 6485 High Ridge Road, East Sparta, one count of aggravated possession of drugs, a fifth-degree felony, and one count of possessing drug abuse instruments, a second-degree misdemeanor.
According to Barnett, Carroll County sheriff’s deputies found methamphetamine, a glass pipe and several syringes used to administer methamphetamine in Beckett’s vehicle after he was stopped Feb. 21 for a traffic violation in Carrollton.
— Richard W. Hubbs, 54, of 3257 Arbor Road NW, Carrollton, one count of driving under the influence of alcohol or drugs, a third-degree felony, one count of harassment by an inmate, a fifth-degree felony, and one count of criminal trespass, a fourth-degree misdemeanor.
While investigating Hubbs for trespassing on property on Arbor Road March 20, Carroll County sheriff’s deputies located him traveling on Arbor Road near Brussell Road and conducted a traffic stop. Deputies determined Hubbs was under the influence after administering field sobriety tests.
After being transported to the jail for further testing, Hubbs became belligerent and spat on a deputy while in custody. The investigation also revealed Hubbs was previously convicted of felony driving under the influence in 2019.
— Carl J. Dayton, 64, of 8099 Oneida Drive NW, Malvern, one count of aggravated possession of drugs, a third-degree felony, and one count of drug paraphernalia offenses, a fourth-degree misdemeanor.
Carroll County sheriff’s deputies stopped a motorcycle driven by Dayton March 19 for a traffic violation. Deputies found approximately one-fourth ounce of methamphetamine and a glass pipe used to smoke methamphetamine on Dayton’s person.
— Dustin S. Kellum, 39, of 1722 Kellum Road, Bowman, Georgia, one count of aggravated possession of drugs, a fifth-degree felony.
According to Barnett, approximately one-half gram of methamphetamine was found in Kellum’s vehicle after he was taken into custody March 12 on an outstanding warrant following a brief foot chase through a Malvern neighborhood by Carroll County sheriff’s deputies.
— Jack M. Jobes, 61, of 25091 Buffalo Road, Lot 309, East Rochester, two counts of sexual battery, each a second-degree felony, two counts of unlawful sexual conduct with a minor, each a third-degree felony, and one count of grooming, a fifth-degree felony.
According to the prosecutor, Jobes engaged in sexual activity with a minor granddaughter between May and December 2024. It is further alleged he provided alcohol to facilitate the encounters while residing in a camper on the same Minerva property as the granddaughter.
Arraignments for those indicted are scheduled to be held before Carroll County Common Pleas Court Judge Michael V. Repella II Thursday, April 16, beginning at 8:30 a.m.
