Carrollton BOE reviews test gains, end-of-year updates

Officials report improved scores, recognize students, approve staffing and summer programs

Carrollton Exempted Village School District officials reported strong preliminary state testing results, highlighted student achievements and reviewed end-of-year activities during the Board of Education meeting May 12.

Superintendent Dave Davis said preliminary Ohio Assessment Test scores show the district performing at or above state averages in most areas.

“We want to be at the state, and we’re above the state for sure in all but a couple,” Davis said.

He noted a significant improvement in fourth-grade math, where scores increased by nearly 30 percentage points from the previous year. Davis said the district will focus on improving fifth-grade math and science scores, which trailed state averages.

Treasurer Denise Ketchum reported the district ended April with a total cash balance of $43,885,142.52 across all funds, bolstered by the spring tax settlement.

Ketchum also reported the district submitted $143,778 in eligible expenses through the state’s special education catastrophic cost reimbursement program, which provides partial reimbursement for high-cost student services.

“This is not a program that schools have to participate in,” Ketchum said. “It’s a lot of work.”

She said the district had not submitted for the program since 2022 and could receive a portion of the costs back once the state determines reimbursement levels.

Davis said the Ohio Supreme Court’s recent visit to Carrollton schools was a success, drawing positive feedback from justices and staff. He added that student ambassadors would travel to Columbus to tour the Supreme Court and Statehouse and observe legislative sessions.

The board also recognized academic and extracurricular accomplishments across the district.

At the middle school, students earned top placements at the ECOESC math tournament and the choir received first place in its division at a regional competition, along with a Spirit of the Festival award for professionalism and behavior.

At Buckeye Career Center, student Ali Reynolds placed second in the state in patient care technology and will compete at the international level in July.

Davis said end-of-year events are underway, including awards ceremonies, field trips and graduation activities. Commencement for the Class of 2026 is scheduled for 7 p.m. May 22.

In other business, the board:

—ACCEPTED a foreign exchange student for the 2026–2027 school year: Frederik Patrice Weigelt, Geichlingen, Germany.

—APPROVED the 2026 Kindergarten Jumpstart summer budget as well as the 2026 Warrior Camp summer budget, as presented.

—ISSUED a Carrollton High School diploma to Mattie Pearl Mesic, who has met all requirements.

—APPROVED the list of 2026 graduates as submitted, pending successful completion of all requirements.

—APPROVED a 3% rate increase for the transportation and custodial supervisor positions for the 2026–2027 fiscal year.

—APPROVED the district’s SAMM program participation with the Stark County Educational Service Center at a rate of $3 per student.

—APPROVED payment of membership dues and authorized the district to join the Alliance for High Quality Education for the period July 1, 2026, through June 30, 2027, as presented.

—ENTERED into an agreement with Aultman Hospital for athletic training services from Aug. 1, 2026, through July 31, 2027, as presented.

—APPROVED an overnight field trip request for FFA to Camp Muskingum, departing May 26, 2026, and returning May 28, 2026.

—APPOINTED April Rogers as cafeteria supervisor at a rate of $27 per hour on an L-3 (26/29) contract, effective July 1, 2026.

—APPROVED contracts for the following administrators and supervisors: Tim Albrecht, middle school principal; Jason Eddy, high school principal; Robert J. Wilson IV, elementary assistant principal; Tricia Green, director of special services; Amanda Borland, psychologist/director of preschool; Eric McCort, athletic director; Thomas Fry, transportation supervisor; and Rusty Grubbs, custodial supervisor.

—APPROVED the following personnel appointments, pending proper documentation: Morgan Bostic, classified; Kaitlyn Carte, certificated; Georganna Cooper, certificated; Courtney Dray, certificated; Juan A. The invoices are dated Nov. 3, 2025; Jan. 30, 2026; and May 8, 2026. Purchase orders were not requested until May 11, 2026, and board approval was required to make the expenditures legal.

—APPROVED revised supplemental contracts for Carrollton High School, correcting previously approved half stipends to full stipends for Kelly Atkinson and Meghan Hill, student council advisors.

—ACCEPTED the resignation of Robert Wilson IV, teacher, effective Aug. 2, 2026.
