Carroll County commissioners approve contracts, share cold weather reminders

Board reviews demolition grant work, road agreements and urges residents to use warming centers

Carroll County Commissioners meet Dec. 15 to review routine business, approve contracts and discuss county operations during their regular meeting at the courthouse.

The Carroll County Commissioners met Dec. 15 and began by reviewing Dog Warden Merle Long’s report for the week of Dec. 7–13, which showed two dogs impounded, one adopted, one redeemed and none euthanized. There were no citations.

In an unrelated matter, the board approved the contract and notice to proceed with J. Green Excavating LLC for Package B of the FY 2024 Building Demolition and Site Revitalization grant. Commissioner Chris Modranski said work has already begun on about three properties and he was impressed the contractor wasted no time getting started.

Commissioners also approved the 2025 County Highway System Mileage Certification for Carroll County, in which the county is responsible for maintaining 307.088 miles of public road, according to Carroll County Engineer Brian J. Wise.

In other business, commissioners:

— Approved a road use maintenance agreement by and between the Board of Commissioners and Cardinal Gas Services LLC to commence use of 1.5 miles of TR 224 (Lemon Road) and 1.6 miles of TR 228 (Lilly Road) for the purpose of ingress to and egress from the Wright Way Well Connect for traffic necessary for construction and completion operations at the site.

— Approved permits for the use of county highway rights of way as recommended by the county engineer: Cardinal Gas Services LLC for a driveway in Brown Township on Lilly Road (TR 228) TAR 1 for the Wright Way Well Connect; Cardinal Gas Services LLC for a driveway in Brown Township on Lilly Road (TR 228) TAR 2 for the Wright Way Well Connect; and Cardinal Gas Services LLC for installation of a 10-inch-diameter steel natural gas pipeline in Brown Township on Lilly Road (TR 228) HOP 1 for the Wright Way Well Connect.

— Heard Commissioner Robert Wirkner advise it is very cold and residents can use the Carrollton and Malvern libraries as warming centers. He also asked residents to put out straw for their pets and make sure they are warm enough.

— Heard Donald Leggett II explain Jerry Stitle from Stitle Construction will be at the annex building to meet with Job and Family Services and the Board of Elections to make sure all key fobs are configured correctly. Wirkner asked if the weather impacted the concrete work at the annex building. Leggett said a small section was not completed and is currently covered with blankets. He said crews plan to finish it once temperatures warm up, most likely later this week.

— Paid village bills totaling $189,254.48.
