The Carrollton Exempted Village School District has announced its 2025-26 policy for free and reduced-price meals for students under the National School Lunch Program, School Breakfast Program and After School Care Snack Program.
Copies of the policy are available for review in each school office and at the district’s central office. The State of Ohio budget for the 2025-26 school year includes funding to cover the cost of reduced-price breakfast and lunch, allowing schools to provide meals at no cost to students who qualify.
Eligibility is determined using federal income guidelines. Children from families whose annual income is at or below these guidelines are eligible for free and reduced-price meals, or free milk if the school participates in the Special Milk Program.
Applications are sent home to all families and must be completed in full to qualify. Additional forms are available in each school office. Families receiving Supplemental Nutrition Assistance Program, formerly known as food stamps, or Ohio Works First must provide the child’s name, case number and the signature of an adult household member. Families not receiving these benefits must provide household member names, income information, and the last four digits of the signing adult’s Social Security number, or state “none” if not applicable.
Foster children are automatically eligible for free meals, regardless of household income. Families with foster children should contact the school for details.
Applications may be submitted at any time during the school year. Families experiencing changes in income or household size are encouraged to reapply if circumstances shift.
Barbara Burns, food and nutrition director, will review applications and determine eligibility. Parents or guardians who disagree with a decision may request a hearing by contacting Superintendent Dave Davis at 205 Scio Road SW, Carrollton, OH 44615.
Families of eligible students may also qualify for free health coverage through Medicaid or Ohio’s Healthy Start and Healthy Families programs, which include coverage for doctor visits, immunizations, prescriptions, dental, vision and mental health care.
