Carroll Municipal Court files report for 2025

A total of 1,444 criminal and civil cases were filed in the Carroll County Municipal Court under Judge Gary L. Willen during 2025. These included 660 civil complaints and small claims actions, 783 criminal and traffic cases, and one rent escrow. 

Of the 783 criminal and traffic actions, there were 102 felonies, 281 misdemeanors, 50 driving while intoxicated charges, and 350 other traffic citations. 

A breakdown of the filings of the 783 cases included 314 by the Sheriff’s Department, 93 by the Ohio State Highway Patrol, 41 by the Dog Warden, 11 by the Ohio Department of Natural Resources, three by the Lake Patrol, 233 by the Carrollton Police Department, 80 by other police agencies, and eight by individuals. 

Receipts in the Carroll County Municipal Court during 2025 totaled $630,408.34, while a total of $640,483.80 was paid to the following agencies: 

$196,669.07 to the county for fines; $2,907.75 to the state for fines; $7,750.65 to the Sheriff’s Department for sheriff fees and drug fines; $2,345 to the Ohio Department of Natural Resources for game warden and Division of Forestry fines; $450 to the state of Ohio for expungement of files; $32 to the state of Ohio for seat belt fines; $182.50 to the state for liquor fines; $21,289.45 to the state for rotary fees; $16,125 to the state for the Legal Aid Societies Fund; $280.90 to the State Board of Pharmacy for drug fines; and $392,162.48 for garnishment payments, trusteeship creditors, various villages for ordinance fines, rent escrow, and deposit refunds. 

The court received $104,985.34 through website payments, and Capital Recovery Systems collected $27,289.90 on delinquent monies due the court. 

A total of 136 new individuals were placed on probation in 2025. A total of 1,250 hours of community service was performed. A total of $42,134.97 was collected as a contribution in lieu of community service pursuant to Ohio Revised Code 2929.27. A total of $19,161.05 was collected in probation fees, and $13,235.73 in restitution was collected and paid directly to victims. 

The court’s balance on hand as of Dec. 31, 2025, was $93,175.88.
