Carroll DD board nets savings of more than $200,000
The Carroll County Board of Developmental Disabilities has received an intent-to-purchase agreement from the Mid-East Ohio Regional Council
The Carroll County Board of Developmental Disabilities has received an intent-to-purchase agreement from the Mid-East Ohio Regional Council, which resulted in a cost savings of $204,503 last year.
Superintendent Matt Campbell presented the agreement at the board’s May meeting and plans to submit it for approval. He noted the savings were equivalent to the cost of three full-time staff positions through the purchase of services from MEORC.
Campbell also reported receiving the 2026 School Salary and Salary Comparison reports prepared by MEWO. Based on the findings, he recommended employees should be paid at the median rate for each job description according to experience level. He said teachers with master's degrees and five or fewer years of tenure, teachers with bachelor's degrees and five or fewer years of tenure, preschool teachers, classroom aides and the assistant to the superintendent were identified as being below the median.
The board approved a 3% cost-of-living increase Feb. 3, 2025, and adjusted salary ranges Aug. 18, 2025. Campbell said he plans to bring proposals for new salary ranges back to the board for consideration.
Campbell also reported on his participation in the Superintendent Executive Committee meeting held via Zoom May 8. Topics discussed included a local services survey for county boards, regional input on fiscal sustainability, an accreditation workgroup update and a survey from the Executive Development Program.
In addition, Campbell attended the Ohio Association of County Boards spring conference May 21-22 in Columbus. He reported keynote speaker Kristen Cox encouraged county boards to strengthen relationships with those they serve and help them achieve positive outcomes.
In other business, the board approved payment of April bills totaling $92,267.15 from the General Funds account and $135,531.82 from the Residential Services account. Members also approved the Program Division reports and a resolution authorizing the use of supported living funds to complete the installation of a whole-house generator for a medically fragile adult at a cost not to exceed $5,000.
The board also met in executive session to consider the employment of a public employee or official and took no action.
The next meeting is scheduled for June 25 at 5:30 p.m. at the County Board office at 540 N. High St. in Carrollton.
