Carrollton BOE is ready for back to school

Carrollton Exempted Village Board of Education held its regular meeting Aug. 12 and finalized its staff back-to-school date for Aug. 20.

Superintendent Dave Davis reminded students and parents that only grades kindergarten through fourth will have a split start. Last names A–L will begin Wednesday, Aug. 20, and M–Z will begin Thursday, Aug. 21.

All students in grades five through 12 will start Friday, Aug. 22.

“It is unbelievable that we are starting another school year already,” Davis told the board. “All positions as of today are filled for the new school year.”

Along those lines, Assistant Superintendent Andy Reeves reported the Back to School Bash was well attended and a big success. There were more than 20 vendors and various free school supplies, backpacks, giveaways and free haircuts.

“Try to do something different every year and mix it up,” Reeves said.

He said organizers cooked and served 500 hot dogs with water for attendees and prepared 60 burgers for vendors and workers.

“A huge thank you to all the vendors, donators, workers and a special thanks to our custodial staff, central office staff, care team and cafeteria staff for all their work,” Reeves said. “The jazz band performed, and they were outstanding.”

Davis reported there will be no increase again this year for student meal prices. Breakfast is free for all students. Lunches are $3 for Carrollton Elementary School and $3.25 for Carrollton High School and Middle School. Adult prices are not yet determined. Davis said reduced meals are free.

He also commended the cafeteria staff for the summer food program, which averaged 800 packages per week and was once again a big success.

In other business, the board:

— HEARD the bus garage project has been advertised to both architects and construction managers. So far, there have been inquiries from 16 architects and four construction managers. Davis said they hope to have an architect selected by Aug. 26.

— HEARD board President Dan Ries announce a ribbon cutting is set for Aug. 22 at Buckeye Career Center for its new medical wing. Ries will attend the event and said Gov. Mike DeWine may be there. Buckeye’s early attendance count is 1,234 students enrolled, compared to 638 in 2024. Of these, 150 students are from Carrollton.

— HEARD board member Jonathan Naylor give his legislative report and Interim Treasurer Jon Pusateri said that provisions in House Bill 96 that would have seriously harmed schools financially have been vetoed by DeWine.

“DeWine’s vetoes were pro-schools,” Pusateri said. He is attending a conference Aug. 20 to learn more in depth about the matter.

— HEARD Ries and the board thank Elementary Principal Holly Dodds for her work in helping with the move between elementary buildings while also handling her regular duties.

— APPROVED an overnight field trip for the CHS girls golf team to Ashland, departing Aug. 10 and returning Aug. 11.

— APPROVED the following personnel appointments, with documentation verified and on file: Mackenzie Malone, certificated, effective Aug. 18, 2025, L-1; Ryan Huggins, classified, effective Aug. 11, 2025, L-1; James A. Miller, classified, effective Aug. 13, 2025, L-1; Kimberly A. Starkey, classified, effective Aug. 13, 2025, L-1; and Kathleen E. Tinlin, classified, effective Aug. 11, 2025, L-1.

— APPROVED the following supplemental contracts for the 2025–26 fiscal year, with proper documentation verified and on file: At CES — Amanda Haun, fourth grade coordinator; Tiffany Hendon, fourth grade coordinator; Rozalyn Malone, special education coordinator ; and Amanda Sanor, special education coordinator.

— ENTERED into a mutual aid agreement with Senior Suites at Century Farms to provide prearranged support for alternative emergency transportation as needed during actual disaster situations, to minimize the loss of life, injury or property damage, including patient transportation.

— ENTERED into an interagency agreement with Harcatus Head Start to provide an educational program in accordance with Ohio Operating Standards for the Education of Children with Disabilities.

— ENTERED into a transition agreement with Harcatus Head Start and agreed to collaborate to ensure successful transitions for kindergarten-eligible children.

— APPROVED the Carroll County Sheriff Memorandum of Understanding for the School Resource Officer program.

— APPROVED a contract with Capstone Academy for the admission of a student with the Education Service Center of Northeast Ohio for educational purposes for the 2025–26 school year.

— AUTHORIZED membership in the Coalition of Rural and Appalachian Schools for the period of July 1, 2025, through June 30, 2026, at a rate of $400.

— AUTHORIZED, under an Alternate School Food Authority arrangement, the legal and financial authority to be officially transferred from one SFA to another beginning Aug. 1, 2025, until June 30, 2026.

— ENTERED into an agreement with the Carroll County Board of Health for a registered nurse to serve as the elementary school nurse upon the retirement of the longtime nurse.

— ENTERED into an agreement with the Carroll County Board of Health for additional registered nurse assistance to help with the health center, nurse school clinic and telehealth, beginning Aug. 1, 2025, through May 31, 2026.

— ENTERED into a contract with Carroll County Transit for transportation services beginning Aug. 20, 2025, through June 30, 2026.

— HELD executive session to consider discipline of a public employee. The session began at 5:46 p.m. and ended at approximately 6:30 p.m., with no action following.
