Malvern Village Council OKs paving, hears resident alley concerns
Sept. 3 meeting also covered pavilion rental dispute, park readiness, safety issues on trails, Halloween trick-or-treat schedule and payment of village bills.
At its Sept. 3 meeting, Malvern Village Council addressed resident concerns and approved a paving contract for village streets. Council also discussed park safety and other matters.

Malvern Village Council discusses village maintenance at its brief Sept. 3 meeting
Resident Austin Ross appeared before council to discuss the poor condition of an alley near Porter and Second streets.
Ross said he and his family have tried to fill the holes themselves, but the material is quickly displaced by vehicles. He suggested that rocks be used as a longer-term fix.
Village Administrator Derik Kaltenbaugh took a note and said he would tell the Street Department to get over there.
Ross said he has called the Street Department before, but they did not arrive. Kaltenbaugh said he will get it taken care of.
Later in the meeting, council approved Resolution No. 2025-12, which authorizes village officials to enter into an agreement with Superior Paving & Materials Inc. to pave, per the specifications, portions of Reed, Robbins, Clay, Church and Carrollton streets within the village with costs not to exceed $70,000.
In an unrelated matter, council discussed a dispute regarding a pavilion rental. A renter drove over the walking track and claimed they were told they were allowed to do so.
Council said it is listed in the contract to renters that vehicles are not allowed on the walking track. They voted not to refund the deposit money.
They reiterated there will be zero tolerance for this because they need to protect and preserve the track as best as possible.
In other business, council:
— Park Superintendent Kaltenbaugh reported that the park is ready for Dancing in the Park. Lights and power receptacles have been tested, and the grounds were mowed and trimmed. He added that Carrollton borrowed Malvern’s hot box for three days and will allow Malvern to use its paint machine for crosswalks and curbs, which should make the work faster.
— Malvern cross country coach Jeremy Maher reported that a dirt bike and a Jeep were driving on the trail at the back of the park, creating a safety hazard for students. Kaltenbaugh said the activity amounts to property damage, but a criminal report would require photos or proof. He said he has names and will contact the Carroll County Sheriff’s Office.
— Mayor Bob DeLong reported he stopped a driver doing doughnuts in a pickup truck near the tennis and basketball courts. DeLong photographed the license plate and spoke with the driver, who admitted the mistake and promised not to repeat it.
— Trick-or-treat in Malvern will be held Oct. 30 from 5 to 6:30 p.m. in the village.
— Council approved payment of village bills totaling $12,845.72 from Aug. 31, $4,563.53 Sept. 3, biweekly payroll of $5,784.50 Aug. 28, and monthly payroll of $12,140 Aug. 29.
