Leesville council hears sewer plant update after subzero weather

At the March 10 meeting of the Leesville Village Council, utility operator Jerry Bowser reported on maintenance at the sewer plant during the recent subzero weather.
Bowser said he had spent a great deal of time at the plant because of repetitive freezing, but he managed to keep everything running. He also reported on an electrical issue at the station at the local school and said he had repaired that himself.
Ultimately, Bowser said the cost to repair the pump from the plant would be $5,700, plus three needed floats.
Property owner Tracy Wendling was at the meeting to discuss with council a new survey she had done of her land and explained that the village had closed an alley and distributed the land between adjoining property owners that she will need access to in building her new home.
Wendling’s property borders that of Councilman Bruce Palmer, who advised that he is in the process of deeding a piece of his land to his daughter to build a home on.
Solicitor Luke Brand advised council on what signing Wendling’s new survey document entailed, reopening the alley, and after a discussion, all council members present signed. Councilman John Traxler referred Wendling to the Carroll County commissioners to complete the process.
Other action:
— PASSED Resolution 2026-1 to authorize OMEGA to apply for grant funding on the village’s behalf for the proposed trail.
— HEARD receipts reported at $7,527.75 and approved expenses of $8,674.58.
— APPROVED Unified Bank as the village’s financial institution for 2026 and approved the current IRS reimbursement rate for mileage.
— LEARNED that the tractor was repaired within the approved budget.
— HEARD a street report from Councilman Bruce Palmer and learned that all streetlights in the village are operating.
— DISCUSSED a sidewalk that was damaged during the installation of a new mobile home and learned that the property owner will take care of needed repairs.
The next meeting of the Leesville Village Council will be held at 7 p.m. Tuesday, April 14, in the village hall.
