Blue Envelope Program offered to county residents with disabilities

The program includes a Blue Envelope Packet, available at no cost through the TuscBDD Service and Support Center

During a traffic stop or similar situation, a driver or passenger can hand the Blue Envelope to an officer to easily share critical information.

The Tuscarawas County Board of Developmental Disabilities is offering free access to Ohio’s Blue Envelope Program for people with developmental disabilities.

The Blue Envelope Program originated with the Connecticut Police Chiefs Association in 2020 and has since expanded nationwide to provide peace of mind for individuals with developmental disabilities and to assist law enforcement officers and first responders during vehicle-related interactions, such as traffic stops or emergencies. If a person with a developmental disability is injured or unable to communicate, the Blue Envelope can help responders understand how to best assist.

The program includes a Blue Envelope Packet, available at no cost through the TuscBDD Service and Support Center. The packet’s primary item is the Blue Envelope, which is designed to hold copies of identification, vehicle registration and insurance. The front of the envelope provides space to note important information about a disability or medical condition that may be helpful to officers or first responders.

During a traffic stop or similar situation, a driver or passenger can hand the Blue Envelope to an officer to easily share critical information. The packet also includes a wallet card with essential details for situations when the individual is away from the vehicle, as well as a Blue Envelope car decal to alert officers and responders that a driver or passenger may be part of the program. A brochure explaining how to use the materials is also included.
