Nearly all grand jury indictments involve drug violations

Seven indictments were returned by the Carroll County grand jury during a half-day session Aug. 6.

The term guardianship or guardian, in the case of an adult, is defined by Ohio law as someone appointed by a probate court to be legally responsible for another person and/or for another person’s property when that person is unable to manage his or her personal needs or property because of a mental disability.

According to Carroll County Prosecuting Attorney Steven D. Barnett, the grand jury heard testimony from eight witnesses involving seven cases, all of which were returned as indictments as follows:

— Julie A. Rearley, 59, of 387 Second St. NE, Carrollton, was indicted on one count of assault (a fourth-degree felony), one count of resisting arrest, and one count of obstructing official business (both second-degree misdemeanors). The prosecutor said it is alleged on July 18, 2025, Rearley became combative and shoved a Carroll County sheriff’s deputy, who was assisting Carrollton police officers during a domestic violence arrest of a man she was living with.

— John W. Scott Jr., 28, of 5599 Fourth St. NE, Mineral City, one count of having weapons while under disability (third-degree felony), one count of aggravated possession of drugs (fifth-degree felony), one count of possessing criminal tools (first-degree misdemeanor), and one count of drug paraphernalia offenses (fourth-degree misdemeanor). Methamphetamine was found in Scott’s vehicle after it was stopped July 12 for a traffic violation. During a search of the vehicle, deputies located a set of scales, a glass pipe used to smoke methamphetamine, a 9mm pistol and ammunition. Scott was previously convicted of a felony offense of violence that prohibited him from possessing a firearm, the prosecutor said.

— Amanda A. Kirkman, 44, of 3445 County Road 75, Bergholz, one count of aggravated possession of drugs (fifth-degree felony) and one count of possession of dangerous drugs (first-degree misdemeanor). Methamphetamine and several prescription pills that Kirkman did not have a prescription for were found in her wallet during a July 30 traffic stop in Sherrodsville.

— Tonya K. Foutty, 42, of 26 Gallo Road., Carrollton, one count of aggravated possession of drugs (fifth-degree felony) and one count of tampering with evidence (third-degree felony). It is alleged that on July 18, 2025, Carroll County sheriff’s deputies found a baggie of methamphetamine in Foutty’s vehicle during a traffic stop in Brown Township. Water had been poured into the baggie in an attempt to destroy or impair its contents, the prosecutor noted.

— Brent E. Brown, 37, of 8777 Sequoia Ave., Waynesburg, one count of having weapons while under disability (third-degree felony) and one count of possession of cocaine (fifth-degree felony). It is alleged that on July 29, 2025, Brown was found in possession of cocaine after a K-9 search alerted on his vehicle during a traffic stop in Malvern. During the search, a shotgun and ammunition were found in the vehicle. Brown was previously convicted of a felony drug offense of violence that prohibited him from possessing a firearm. He was also reportedly on parole at the time of his arrest, according to the prosecutor.

— Allan R. Moore, 51, of 5155 Desert Road SW, Carrollton, one count of aggravated possession of drugs (fifth-degree felony), one count of driving under suspension (first-degree misdemeanor), and one count of drug paraphernalia offenses (fourth-degree misdemeanor). When Carroll County sheriff’s deputies conducted a July 11 traffic stop on Moore’s vehicle on Bacon Road near New Harrisburg, they discovered he was driving under suspension. Deputies also found methamphetamine and a cut ink pen used to administer methamphetamine in Moore’s vehicle during a search prior to towing it from the scene.

— Danny C. McCormick, 68, of 2726 26th St. SE, Canton, one count of possession of cocaine, one count of aggravated possession of drugs (both fifth-degree felonies), and one count of drug paraphernalia offenses (fourth-degree misdemeanor). Carroll County sheriff’s deputies found methamphetamine, crack cocaine, and two glass pipes used to smoke crack cocaine in McCormick’s vehicle after he was stopped July 16 for a traffic violation in Brown Township.

Arraignments for those indicted are scheduled for Thursday, Aug. 21, beginning at 8:30 a.m. before Carroll County Common Pleas Court Judge Michael V. Repella II.
