Carroll County Board of DD trims waiting list, earns top special education rating
Superintendent reports only three individuals remain on waiver waitlist as board approves 2026 funding resolutions, contracts and training support

The Carroll County Board of Developmental Disabilities heard encouraging updates from Superintendent Matt Campbell during its Nov. 19 meeting.
Campbell reported that the board has no immediate needs and only three people remain on its waiting list. “We reduced our waiting list, which was 11 last year. The board currently has 86 Individual Options Waivers with 16 state-funded, 49 Level One waivers and three Self-Empowered Life Funding waivers,” Campbell said.
He added that the Service and Support Administrator department is working to transition an individual out of a Developmental Center, which will remove another name from the waiting list. “The board allocated and used 3 Individual Options Waivers, 13 Level One Waivers and one Self-Empowered Life Funding waiver in 2025,” he said.

Campbell also announced that the Carroll County Board of Developmental Disabilities received a 2025 Special Education rating of “meets requirements” from the Ohio Department of Education. “Preschool had a surprise visit Nov. 13 from the Ohio Department of Education and maintained gold standard for Step Up to Quality with 0 citations,” he said.
In other business, the board acted on several items:
— Approved payment of October bills in the general funds account totaling $93,368.23 and in the residential services account totaling $143,632.67.
— Approved Program Division reports.
— Approved 2 new applications and 1 renewal for Family Selected Services.
— Approved a resolution designating funds for food and beverages for people supported, not to exceed $10,000 for calendar year 2026.
— Approved a resolution designating funds for board meeting trainings and staff in-services, not to exceed $4,000 for calendar year 2026.
— Approved a resolution granting authority for the superintendent to take appropriate actions and sign all necessary legal documents to switch Ohio Network for Innovation Inc. to Ohio Housing Network Inc.
— Approved a resolution with St. John’s Villa for a room and board contract from Jan. 1, 2026, to Dec. 31, 2028, establishing the monthly amount — adjusted based on personal resources — that the board will pay for individuals enrolled on a Home and Community-Based Services waiver residing in a licensed facility under state law 5123.19.
— Approved six staff moonlighting letters.
— Set the next meeting for Jan. 22, 2026, at 5:30 p.m. at the county board office on North High Street in Carrollton.
