Scio veteran inducted into Ohio State Army ROTC Hall of Fame

The inductees’ plaques will be added to a permanent Hall of Fame display in The Ohio State University ROTC building

Scio resident Lt. Col. David A. Rose, retired, was one of two veterans inducted into The Ohio State University Army ROTC Hall of Fame during the Spring Awards Ceremony and Alumni Society Hall of Fame Induction Ceremony held April 16 at the Nationwide and Ohio Farm Bureau 4-H Center in Columbus.

Ohio Secretary of State and veteran Frank LaRose was the main speaker at the event, which honored the achievements of 2026 Hall of Fame inductees Rose and Brig. Gen. Mark Hovatter, retired, as well as outstanding current ROTC cadets.

The inductees’ plaques will be added to a permanent Hall of Fame display in The Ohio State University ROTC building. The inductees also will be recognized on the field before the 2026 Ohio State Military Appreciation football game.

Rose graduated from Wellington High School in Lorain County in 1964 and entered The Ohio State University and Army ROTC. He was designated a distinguished military student, was awarded a direct commission as a second lieutenant of armor in the U.S. Army Reserve and ordered to active duty in April 1969. Upon completion of six years on active duty, he returned to The Ohio State University and graduated in 1978 with a Bachelor of Science degree in transportation and logistics. He later earned a Master of Science degree in systems management, logistics option, from the University of Southern California.

Rose’s military career spanned six years on active duty and 21 years in the Army Reserve. After leaving active duty in 1975, Rose was employed as a Department of the Army civilian, where he worked for 33 years as a quality assurance specialist and supply and transportation specialist, culminating as a logistics management officer in Ohio, Illinois, Germany and Maryland. His last assignment was as director of logistics at Fort Meade, Maryland.

After retiring from government civil service in 2008, Rose served as the Harrison County veteran service officer until retiring from that position in December 2017. In 2021, he was appointed as a member of the County Veterans Service Board and elected president of the board in 2025.

He is active in his community. He is a member and chairperson of the Scio United Methodist Church Trustees; secretary of the Scio Dining Fork Ruritans; past president and current secretary/treasurer of the Custer Memorial Association; vice president and secretary of the Harrison County Historical Society; and past president of The Ohio State University Alumni Club of Carroll and Harrison Counties. He was recognized as Outstanding Citizen of the Year in 2011 and 2024 by the Scio Dining Fork Ruritans. He also was recognized by the Steubenville Herald-Star as a Community Star in 2016.

Rose is a life member of American Legion Post 482, Scio; adjutant of Disabled American Veterans; Military Officers Association of America; Military Order of the World Wars; Reserve Organization of America; Sons of Union Veterans of the Civil War, camp commander; Sons of the American Revolution, Ebenezer Zane Chapter; Ohio State Association of Veterans Service Commissions; and OSU Army ROTC Alumni Society.

He and his wife, Linda, have a daughter, Stephanie Jenkins, and her husband, Shannon; a son, Andrew Rose; grandchildren Colby Jenkins and his wife, Amanda, Shane Jenkins and his wife, Kaelynne, and Caden Jenkins; and great-grandchildren Ryver and Duke Jenkins.
