Minerva Local School Board organizes for 2026

The oath of office was administered to two incumbents and one new board member at the Jan. 12 meeting of the Minerva Local Board of Education.
Minerva Local School Treasurer Ashley Beaumariage administered the oath to incumbents Susan Crawford and Donald Spinell, along with Roger Herstine, a new member. Each is beginning a new four-year term.
During the reorganization meeting, Robert Yeagley was reappointed board president and Roger Clark was named vice president.
Regular monthly meetings were set for 2026 as follows: Feb. 23, March 16, May 18, June 22, July 20, Aug. 17, Sept. 21, Oct. 19, Nov. 23 and Dec. 14. All meetings are at 6 p.m. except the Aug. 17 meeting, which is at 8 a.m.

In other annual business, the board approved the following:
— Utilization of the “Consent Agenda.”
— Established the board service fund at $5,000.
— Established the treasurer’s bond at $75,000.
— Continued the board’s membership with the Ohio School Boards Association.
— Approved compensation for board of education members to align with the state maximum allowed per regular meeting.
— Payment of utility bills and contractual obligations when they become due.
— Payment of bills within the limits of appropriations when merchandise is received in good condition.
— Securing advances of tax monies.
— Temporary investment of interim deposits as allowed by law. This includes purchases of commercial paper as stated in district policy 6144 — Investments.
— Use of facsimile signatures on warrants payable where permitted by law.
— Payroll payments to all full-time and substitute employees for varied services rendered and use of facsimile signatures for such payments.
— Renewal of position bonds for the superintendent and board members.
— Appointment of the treasurer as public records designee for the district.
— Authorization for the treasurer to issue blanket purchase orders for the fiscal year not to exceed $250,000.
— Authorization for the superintendent or his designee to act for the board on matters pertaining to surplus property procurement and federal grant applications and reports.
— Authorization for the superintendent to employ personnel as needed for emergency situations, to act on resignations and retirements, and to submit such actions to the board for approval at the next regular board meeting.
— Designation of the superintendent as purchasing agent.
— Designation of the superintendent or his designee as purchasing agent for federal programs and food service.
— Authorization for the superintendent and athletic director to approve personal service contracts, including athletic officials and casual help.
— Authorization for the superintendent to approve employee travel to conduct official school business and attend authorized professional meetings.
— Participation in all federal programs in the Consolidated Application and American Recovery and Reinvestment Act, including Title I, Title II-A, Title III, Title VI and IDEA Part B.
— Authorization for the superintendent to select and employ legal counsel and initiate legal action to protect and/or defend the interests of the board, district, students and/or its employees. Such actions may include, but are not limited to, appeals of tax issues, workers’ and unemployment compensation, litigation and actions before administrative agencies.
— Authorization for the superintendent, on behalf of the board, to accept resignations submitted by employees during times when the board is not in session, subject to ratification by the board. Upon ratification, such resignations shall be deemed effective as of the date and time of the superintendent’s acceptance.
