Leesville council reviews storm sewer repairs, snow plowing changes

At the Dec. 9 meeting of the Leesville Village Council, Mayor Mara Malterer provided updates on the village’s storm sewer repair project.

Malterer reported that 23 catch basins have been repaired with awarded CDBG grant funding, with three remaining in the project’s proposed scope.

Utility operator Jerry Bowser informed council that a home on Green Street has one bathroom routed into a storm drain. After discussion, council determined that CDBG funding can be used to connect the residence to the sanitary sewer system. Bowser also noted that operations at the sewer plant are running smoothly, but a tree needs removed.

During her report, Malterer advised council that the village’s part-time employee is no longer available for snow plowing. While Rich Albright will continue part-time maintenance work, he will no longer plow.

Malterer said she contacted Black Diamond for plowing service during a recent snowfall but believes “the cost of this service would need to be evaluated.”

Councilman John Traxler, experienced in plowing Leesville’s streets from his prior service as mayor and on council, offered to perform snow plowing as a community service at no cost to the village. Council agreed Traxler will take on the responsibility for the remainder of the season.

Malterer also reported on a recent meeting at Conotton Valley school regarding the proposed Active Transportation Plan trail sponsored by the Ohio Department of Transportation, noting that planning discussions are progressing well.

Other action:

—HEARD Councilman Bruce Palmer report street light outages in the village.

—HEARD receipts reported at $7,728.65 and approved expenses totaling $8,783.11.

—Approved Resolution 10-2025 for supplemental appropriations within the general and sewer funds.

—Agreed not to increase the sewer rate in 2026.

The next meeting of the Leesville Village Council will be Tuesday, Jan. 13, 2026, at 7 p.m. in Village Hall.
