Leesville council advances veterans banner project, storm sewer replacement
Village also discusses trail planning, approves appropriations and sets Halloween trick-or-treat hours

At its Sept. 9 meeting, the Leesville Village Council discussed the veterans banner project.
Mayor Mara Malterer reported that the first phase is complete and an order has been placed for 12 banners. Families of local veterans purchased the banners, which will be displayed throughout the village.
Malterer said bids for the storm sewer replacement were submitted by Sept. 1 and the contract was awarded to Kinsey Excavating. She noted Kinsey Excavating was not the lowest bidder, but the Carroll County Commissioners awarded the project to Kinsey after errors were found in Stull Excavating’s bid packet. Work is expected to begin in November.
Malterer also updated council on the proposed trail through the village and a recent meeting she attended. She said the process is going well but asked for more resident feedback. Surveys are available at the Bowerston Post Office and the public library.
In other business, Councilman John Traxler reported the salt spreader is operational and ready for the season. The sidewalk section discussed in August has been replaced at a cost of $414, under the $500 approved for the work.
Councilman Bruce Palmer delivered a street light report. The fiscal officer reported receipts of $11,488.14, and council approved expenses of $6,473.61. Council learned a permit violation at the sewer plant had been resolved. Members passed Resolution 06-2025 approving supplemental appropriations.
Council set trick-or-treat for Friday, Oct. 31 from 6-8 p.m. Residents who wish to participate should turn their porch lights on. The regular October meeting was moved from Tuesday, Oct. 14 to Tuesday, Oct. 7 at 7 p.m. in the Village Hall.
