Dellroy council reviews Community Building finances, village projects

Council hears report showing facility operating in the black, discusses signs, tree ordinance and upcoming Halloween event

At the Sept. 10 meeting of Dellroy Village Council, members reviewed Community Building rentals and other village matters.

Fiscal Officer Peggy Conner presented a 12-month report on Community Building finances, noting $10,875 in receipts and $9,323.43 in expenses. She said she prepared the report to give council a snapshot of where the building stands financially.

Councilman Joe Rafferty said he was glad to see the building operating in the black and saw no reason to raise rental rates. Mayor Amy Harkless agreed, saying she preferred to see the building used by the community rather than focus on generating profit.

Councilman Bruce Palmer, reporting for the Building Committee, said new village signs have arrived and one has been installed. Councilman Mick Ruby said he and Palmer are researching the most visible locations for the rest. Harkless said she was pleased with the five signs made for the village entrances and one for Village Hall. She also reported ongoing work to a chain-link fence that displays signs for local businesses and organizations.

Palmer said work on Village Hall renovations is progressing, with the committee currently deciding on flooring colors.

The second reading of Ordinance 3-2025, governing tree maintenance on village streets, was held. Harkless said revisions are needed before the third reading and final approval. She noted that if property owners are responsible for maintaining trees, they should be able to plant the types they want. Council agreed, and Solicitor James Ong will make revisions for the October meeting.

Harkless also reported she is working with the fire department to organize a Halloween party at the Community Building on Friday, Oct. 31. More details will be shared at the October meeting.

In other business, council:

Heard fund balances, including $158,111.79 in the General Fund, $25,703.80 in the Street Fund, $7,104.09 in the State Highway Fund, $4,617.16 in the Fire Protection Fund, $250,000 in the Street and Storm Drain Fund and $160,541.50 in the Village Hall Renovations Fund. 

Heard receipts of $17,492.08 and approved expenses of $1,426.37.  Learned the biannual real estate tax payment has been received. 

Learned the village currently has two vacant council seats. Residents interested in serving should send a letter to P.O. Box 174, Dellroy, OH 44620, or attend a monthly meeting held the second Wednesday of each month. 

Heard a sewer report from Harkless, provided by resident Joe Mabie.  

Accepted the amounts and rates from the Carroll County auditor for 2026.

The next regular meeting of Dellroy Village Council will be Wednesday, Oct. 8 at 7 p.m. in the Community Hall.
