Carroll County DD Board delays levy until 2026, adopts new policies

Board recognizes 265 direct support professionals and approves Medicaid funding, bus routes and waiver expansion

The Carroll County Board of Developmental Disabilities approved several resolutions at its Sept. 25 meeting, including one to hold off placing a 3.6-mill operating levy on the 2026 ballot.

Other measures adopted included an Artificial Intelligence policy, an Expenditures for Public Use policy, designation of funds for board meetings and staff in-services for 2025 not to exceed $3,000, adoption of bus routes and stops for the 2025-26 school year, approval of a nonfederal share of Medicaid expenditures in the amount of $675,000, and one additional Individual Options waiver above the ceiling of 70 IO waivers to address the current needs list.

In other business, the board recognized 265 direct support professionals who provide services to people with developmental disabilities. According to Superintendent Matt Campbell, direct support professionals are independent and agency providers who deliver day services, transportation, employment, homemaker personal care and community integration. They are not employed directly by the board.

Bills approved for payment included $125,664.94 from the general fund account and $19,354.12 from the residential services account. The board also approved three new and three renewal applications for Family Selected Services, along with program division reports.

Campbell presented a report on a Superintendent Executive Committee leadership meeting he attended Sept. 4 via Zoom. During the meeting, Disabilities Director Lyndsay Nash discussed the need for providers to use Electronic Visit Verification beginning Oct. 1 in order to receive payment.

The board’s next meeting is scheduled for Oct. 23 at 5:30 p.m. at the county board office on North High Street in Carrollton.
