Carroll County commissioners table demolition bid, review $42.6M investment report
Officials delay decision on three-property demolition contract, hear positive financial outlook and approve grant increase
The Carroll County commissioners met to hold a bid opening and hear the treasurer’s quarterly investment report.
Community Development Director Susan Moore presented details for the first package of the Carroll County Demolition Grant. The package includes the demolition of three properties: the Moore property at 264 S. High St. in Carrollton, a building at 1072 Kensington Road owned by Hale Properties, and a structure at 2258 Waynesburg Road in Harrison Township. Only one bid was received, from J. Green Excavating, with proposed costs of $20,800 for the Moore property, $22,800 for the Hale property and $12,500 for the Waynesburg Road property, for a total of $56,100.
The commissioners voted to table the bid until Monday, Oct. 27, to allow for document review. It was confirmed the Moore property demolition will include tree removal and will be completed first once the contract is finalized.
Carrollton Village Administrator Mark Wells expressed appreciation for the commissioners’ efforts. “We’re very appreciative for you to get the property taken care of,” Wells said. “It’s been three years in the making," he said. "Thank you very much for your help.”
County Treasurer Jeff Yeager presented the quarterly investment report for the period ending Sept. 30, 2025. Total funds on deposit amounted to $42,667,697.74, with the general fund balance at $194,613.02. The general fund has earned $904,463.83 in interest year to date, and total interest earnings for the year stand at $950,934.87. Yeager also noted that several certificates of deposit maturing in 2026 are expected to generate strong interest due to favorable rates. Commissioners commended Yeager for consistently providing timely reports.
In other business, commissioners:
— APPROVED an increase of $6,356 to the community-based corrections grant between the Ohio Department of Rehabilitation and Correction and the Carroll County Municipal Court.
— HEARD Clerk Eva Johnson report the Carroll County General Health District is offering flu vaccines for uninsured or Medicaid-covered children ages 6 and older. Appointments can be made by calling 330-627-4866, ext. 1530. This information has also been shared on the commissioners’ Facebook page.
— HEARD Commissioner Robert Wirkner provide clarification regarding a recent article on the Regional Transportation Planning Organization. He explained that a recent article mistakenly referred to barrels rather than gallons of oil being handled at the Wellsville Port.
— LEARNED Commissioner Donald Leggett II also mentioned recent courthouse elevator maintenance, noting that while the hydraulic system remains in good condition, the control systems likely need modernization. He will have maintenance gather quotes to see if it is possible and how much it would cost.
— PAID bills totaling $159,875.04.
