Carroll County Board of DD approves 2026 budget totaling nearly $5.9 million

Budget includes levy reduction and school bus purchase; board also reviews program reports and updated HIPAA policy.

A review of the 2026 operating budget of $5,890,720 was given by Business Manager Ray Heaston prior to the approval of the budget at the Oct. 23 meeting of the Carroll County Board of Developmental Disabilities. 

Heaston noted the budget will include a decrease in revenue from reducing the main operating levy by a half-mill and the purchase of a school bus. 

In other business, the board: 

— Approved payment of September bills in the General Funds account in the amount of $65,123.50. 

— Approved payment of September bills in the Residential Services account in the amount of $19,462.53. 

— Approved Program Division reports as presented. 

— Approved four new applications for Family Selected Services. 

— Approved a resolution for the revised HIPAA policy to address House Bill 96 security incident response and reporting timelines. 

Carroll County Superintendent Matt Campbell briefed the board on the Oct. 2 Superintendent Executive Committee leadership meeting. 

Campbell said Ohio Department of Developmental Disabilities Director Lyndsay Nash discussed the need for providers to utilize Electronic Visit Verification to get paid starting Oct. 1, noting 60% of providers are signed up. He also said there are three county boards asking for financial assistance. 

Ohio Association of County Boards topics included property tax and who will fund Medicaid waivers if county boards have no funding due to loss of property tax, targeted case management quality issues, waiver modernization regarding how to use prior authorization for cost containment, and criteria for county boards having access to emergency funds, Campbell told the board. 

The next scheduled meeting is Nov. 19 at 5:30 p.m. at the county board office on North High Street in Carrollton.
