Bolivar council hires part-time clerk, administers oaths

Village Council passed an ordinance hiring Gail Potelicki as part-time clerk and office assistant at the Jan. 8 meeting. Council also passed a resolution to contract with former employee Stephanie Long for temporary and intermittent basic services related to utility billing training.
Solicitor Stephan Babik administered the oath of office to council members Cindy Lawver, Tim White, Taylor Yonally and Ann Strauss. White was named president pro tempore.
In his report, Mayor Curtis Strauss said the village has a vacancy on the zoning board.
“We still have a vacancy on the zoning board. Those interested can send a letter of intent to Mayor@villageobolivar.com,” Strauss said.
Strauss said a Tuscarawas County Economic Development representative will attend the Feb. 5 meeting to give a presentation. The Iron Resistance Foundation will also present. He said a short-term committee that includes village residents will be established to discuss the future of the former intermediate school site, which has been demolished.
Council announced appointments of Scott Baker as street superintendent, Patty Smith as village administrator, Nate Perks as water operator and Heather Lecce as tax administrator.
Council passed an ordinance entering into a contract and lease agreement with the Tuscarawas County Public Library Board of Trustees. A library satellite is located in the village.
Council also named committees. Finance committee members are Melissa Conley, Lawver and Yonally; safety committee members are Yonally, Conley and Lawver; street and alley committee members are White, Dan Oberlin and Strauss; and parks and recreation committee members are Strauss, Oberlin and White. Conley will chair finance, Yonally will chair safety, White will chair street and alley, and Strauss will chair parks and recreation.
Council approved additional hours for the village administrator if needed. Smith currently works 10 hours per week.
Council learned waterline breaks on Fairview and Park streets have been repaired.
Council passed an ordinance approving a lot split application for land behind the fire station on Water Street that is owned by Bolivar Fire and Rescue.
Council held the first reading of an ordinance granting consent to the Ohio Department of Transportation to apply, maintain and repair pavement markings and erect regulatory and warning signs on state highways within the village, and to perform snow and ice removal and other maintenance.
Council held the second reading of an ordinance establishing policies and procedures for vacating unimproved streets and alleys.
Council held the first reading of a resolution to sell unused property online, including a nonworking printer, three laptops and an HP printer. Council also reviewed steps to sell a Ford Explorer police cruiser.
Council approved PPI Graphics in Canton to handle annual tax mailings at an estimated cost of $2,000.
A zoning committee meeting is scheduled for 5:30 p.m. Feb. 2 in the village hall on Canal Street.
Residents were reminded that when 2 or more inches of snow falls, parking is banned on Canal, Water and Park streets.
The next council meeting is scheduled for 7 p.m. Feb. 5 at the village hall, 121 Canal St. SE, Bolivar.
