Scio council told pickleball funds must stay at village park
Solicitor rules donations can’t be redirected to Barr Memorial Gym; council reviews utility revenues, storm drain work and tax collection contract

The village of Scio has learned that donated funds for pickleball recreation must be used at the village park, not inside Barr Memorial Gym. Village Solicitor Jack Felgenhauer confirmed the ruling after Council member Doug Whiteman inquired about the status of the funds.
Felgenhauer advised that while the money cannot be moved to Barr Memorial Gym — which is owned by the Puskarich Library — it may be used for pickleball-related amenities within the park. Council had previously discussed the possibility of withdrawing and re-donating the money specifically for Barr Memorial, but Felgenhauer said that could not be done.
In other business, monthly wastewater and water revenue totaled about $40,750, with 63 delinquent accounts and two shutoffs reported.
Village Administrator Jason Tubaugh said the Harrison County Health Department has provided a list of Scio residents approved for grant money to offset tap fees for gas line work, though some adjustments may be needed due to other utilities. He also reported storm drain repairs on Brown and Walnut streets were scheduled last month and roadway painting began, with additional paint purchased for $1,065.
Council member Zoe Newbrough asked about ongoing issues at 309 E. Main St., where a road was improperly paved years ago. Tubaugh said significant funding will be needed to dig up the road, install storm drains and pipes, and repair the damage.
Also, council unanimously approved Ordinance 2025-8.52, authorizing the mayor to enter into a contract with the Ohio Attorney General for delinquent tax collection.
