Carrollton woman indicted in sex case involving 98-year-old patient
Carroll County grand jury issues nine indictments Oct. 1, including charges of rape, attempted rape and sexual battery

Nine indictments — including a sex case
involving a 98-year-old patient — were returned by the Carroll County grand
jury during its Oct. 1 meeting.
According to Carroll County Prosecuting Attorney
Steven D. Barnett, the grand jury heard testimony from 11 witnesses involving
the nine cases, all of which were returned as indictments during the half-day
session.
Amy R. Whaley, 58, of 448 N. Lisbon St., Carrollton, has been indicted on one count of rape, a first-degree felony; one count of attempted rape, a second-degree felony; one count of sexual battery, a third-degree felony; and one count of gross sexual imposition, a fourth-degree felony.
According to the prosecutor, Whaley was
discovered Aug. 26 by staff members of a Carrollton-area assisted living
facility engaging in sexual conduct with a 98-year-old patient. Whaley was also
employed at the facility and is no longer employed there.
Barnett said the indictment alleges Whaley
engaged in sexual conduct and attempted to engage in sexual conduct with the victim
but also had sexual contact with the victim during the incident. While Whaley
was employed at the facility as a caretaker, she was not a medical professional
as defined by Ohio law, Barnett said.
Other
indictments
— Richard L. Wright, 68, of 353 S. Lisbon St.,
Carrollton, indicted on one count of aggravated possession of drugs (third-degree
felony) and one count of possession of dangerous drugs (first-degree
misdemeanor). Carroll County sheriff’s deputies found approximately 14 grams of
methamphetamine and 42 Gabapentin pills in the glove box of Wright’s vehicle
during a Sept. 5, 2025, traffic stop on Brenner Road near Carrollton.
— Brian S. Jacobs, 48, of 2346 24th St. NE,
Canton, indicted on one count of possession of cocaine (third-degree felony) and
one count of drug paraphernalia offenses (fourth-degree misdemeanor). Deputies
found about 17 grams of cocaine inside a container in Jacobs’ vehicle following
a K-9 alert during a Sept. 9 traffic stop on Citrus Road in Malvern. A scale, a
spoon and several small bags were also found.
— Joseph W. Williams, 49, of 2043 Lincoln Way
E, Massillon, indicted on one count of aggravated possession of drugs
(fifth-degree felony) and one count of possessing drug abuse instruments second-degree misdemeanor). About two grams of methamphetamine and a syringe were
found by deputies in the bed of Williams’ pickup truck after he was stopped
Sept. 19 for a traffic violation in Malvern.
— Sean D. Rogers Jr., 34, of 5356 Spire Lane,
Columbus, indicted on one count of receiving stolen property (fourth-degree
felony) and one count of aggravated possession of drugs fifth-degree felony).
Rogers was found in possession of a stolen 2007 Ford F-150 from Columbus after
deputies observed the vehicle Sept. 20 with no bumper or license plate
traveling on Lama Road near Alliance Road. Several Acetaminophen Hydrocodone
pills were found in a container inside the vehicle.
— Ryan J. King, 18, of 1774 Twp. Road 378,
Steubenville, indicted on one count of failure to comply with order or signal
of a police officer (third-degree felony) and one count of endangering children
(first-degree misdemeanor). King fled at speeds of 120 mph after a deputy
attempted to stop his vehicle Sept. 13 for a traffic violation on state Route 9
near Kilgore. A juvenile passenger was in the vehicle.
— Kelly J. Robb, 38, of 2732 Tremont St.,
Dover, indicted on one count of aggravated possession of drugs (fifth-degree
felony) and one count of possessing drug abuse instruments (second-degree
misdemeanor). Deputies found Robb sitting in a vehicle Sept. 1 in a driveway at
a Canton Road, Carrollton address with a syringe in hand after being dispatched
for a well-being check. Methamphetamine was found on her person.
— Ethan K. English, 22, of 168 Parkgate Ave.,
Youngstown, indicted on one count of possession of a fentanyl-related compound
and one count of aggravated possession of drugs (both fifth-degree felonies), one
count of driving while under the influence of alcohol or drugs, and one count
of possession of drugs (both first-degree misdemeanors). Carrollton police
stopped English’s vehicle Sept. 10 on South Lisbon Street and determined him to be
impaired. A K-9 alerted to the vehicle, where officers found Xanax and Ecstasy pills.
Fentanyl was also found in English’s wallet after he was taken into custody.
— James L. Russell, 43, of 3243 Roswell Road
SW, Carrollton, indicted on one count of strangulation and one count of
domestic violence (both third-degree felonies). Russell punched and choked the
mother of his child during a Sept. 9 dispute at a Malvern residence. He was
previously convicted of domestic violence in 2023.
Arraignments for those indicted are to be held
before Carroll County Court of Common Pleas Judge Michael V. Repella II Thursday, Oct. 16, beginning at 8:30 a.m.
