Harrison commissioners approve key resolutions

The final measure allows the county to participate in ODOT’s road salt contract for the upcoming winter season

The Harrison County Board of Commissioners approved three resolutions at its April 15 meeting related to grants, surplus property and the Ohio Department of Transportation road salt contract for next winter.

The board first approved Resolution 28-26 to participate in various grant programs “in order to better serve the needs of the citizens of Harrison County.”

“Whereas, the Harrison County Board of Commissioners intends to adopt the revised Citizens Participation Plan which details the procedure that are to be followed to assure citizen participation in the planning and implementation of any present or future grant program(s),” Commissioner Dustin Corder read from the resolution.

The Local Citizen Participation Plan states that federal and state financial assistance programs are intended to address the needs of the people they are meant to benefit. The resolution specifically references low- and moderate-income residents, and for that reason, the board is adopting and revising the participation plan.

Among the six points in the county’s plan are accommodations for participation by low- and moderate-income residents and those living in slum and blight areas. Other provisions include standards for timely access to local meetings and information related to proposed grant funding and the use of grant funds, technical assistance to groups representing low- and moderate-income residents, timely responses to complaints and grievances within 15 working days when practical, and provisions for meeting the needs of non-English-speaking residents during public hearings.

Other requirements include holding two public hearings when a local government applies for funding, publishing notice in a newspaper, posting notice publicly and meeting general outreach requirements.

Commissioners also approved Resolution 29-26, which authorizes the sale of unfit or obsolete property valued at less than $2,500. In this case, the property involves broken radiator covers.

The final measure, Resolution 30-26, allows the county to participate in ODOT’s road salt contract for the upcoming winter season.

The board also announced that sealed bids for a bridge replacement project on Brushy Fork Road will be accepted at the engineer’s office until 10 a.m. May 11.

The next meeting is scheduled for Monday, April 20, rather than Wednesday.
