Bowerston Council awards roof bid, approves RITA transition

At the Aug. 19 meeting of the Bowerston Village Council, a bid was awarded
for the Garage Roof Replacement Project.
Matt Miller of W.E. Quicksall & Associates
Inc. of New Philadelphia was present at the meeting to discuss the recent
bidding event for which the village has received grant funding.
Miller reported that Country View Construction
of Holmesville, Ohio, was the lowest bidder at $93,500, and that a total of
four bids had been received. Miller said that a bid analysis had been done, and
reference phone calls made.
Village Administrator Bart Busby said that
after bids were opened, he had spoken with this contractor and believes that
they will be a good fit for the project. Council unanimously approved Country
View Construction as the contractor.
In other business, council passed Ordinance
09-2025 approving the Regional Income Tax Agency as the village’s income
tax management program beginning Jan. 1, 2026.
Mayor Paula Beamer explained that in the past
month she has spoken with other local communities who utilize RITA and
presented a cost evaluation for council’s consideration.
Beamer was clear that she greatly values the
work that has been done by Income Tax Administrator Janeen Scott for the past
13 years and thanked Scott for all her efforts on the village’s behalf. Scott
will continue in the capacity of income tax administrator through the end of
2025, when the transition to RITA takes place.
Beamer reported that more information will be
presented to residents in preparation for the change to make the transition as
smooth as possible. Council suspended the rules for the normal three readings
for an ordinance and passed this as an emergency measure to allow for the
necessary time to make the adjustments to begin utilizing RITA in January.
In other action council:
— Accepted the resignation from Council Member Karen Donovan, who cited
relocation as her reason for leaving.
— Appointed former Council Member Janet Hanlon to the position vacated by
Donovan.
— Heard the third and final reading of Ordinance 05-2025, covering golf cart
regulations for the village, and passed the legislation unanimously.
— Passed Resolution 22-2025 approving Beamer to enter a WSRLS agreement on the
village’s behalf.
— Approved Resolution 23-2025 approving the opening of new program and object
codes within the General Fund of the village’s UAN accounting system.
— Heard and approved a report from Utility Billing Administrator Janeen Scott.
— Heard and approved a report from Village Administrator Bart Busby.
— Heard and approved a report from Solicitor JJ Ong.
The next meeting of the Bowerston Village
Council will be held Tuesday, Sept. 16, at 6 p.m. in the Village Hall.
