Grand jury returns 10 indictments in Carroll County

Cases include drug offenses, domestic violence, stolen property and failure to comply charges from Dec. 10 session

Ten indictments were returned by the Carroll County grand jury during a half-day session Dec. 10.

Ten indictments were returned by the Carroll County grand jury during a half-day session Dec. 10, according to Prosecuting Attorney Steven D. Barnett.

Barnett said the grand jury heard testimony from 10 witnesses involving the 10 cases, all of which resulted in indictments.

Tyler M. Mason, 28, of 9163 W. Southview St., Minerva, was indicted on one count of failure to comply with an order or signal of a police officer and one count of tampering with evidence, both third-degree felonies. He was also indicted on one count of driving under suspension, a first-degree misdemeanor, and one count of operating a motor vehicle bearing an invalid license plate or identification mark, a fourth-degree misdemeanor.

Barnett said Mason fled Minerva police officers Nov. 29 at a high rate of speed after officers attempted to stop his vehicle, knowing he did not have a valid driver’s license and that the license plate did not match the vehicle. Officers terminated the pursuit after leaving village limits. Several hours later, officers investigating a noise complaint found Mason in a garage painting the vehicle in an attempt to conceal it. He was identified as the driver and taken into custody.

Timothy L. Chadwick, 25, of 404 1/2 W. Plain St., Minerva, was indicted on one count of prohibitions concerning companion animals, a fifth-degree felony; one count of prohibitions concerning companion animals, a second-degree misdemeanor; one count of obstructing official business, a second-degree misdemeanor; and one count of criminal trespass, a fourth-degree misdemeanor.

Barnett said Chadwick allegedly failed to feed a dog he owned Oct. 23, resulting in the animal starving to death. Chadwick is accused of placing the dog’s remains on neighboring property and misleading police officers and humane agents during the investigation.

James A. Hiles, 34, of 883 Franklin Ave., Apt. 2, Salem, and Seerna A. Moore, 43, of 594 Rail Road St., Newcomerstown, were each indicted on one count of receiving stolen property, a fourth-degree felony.

According to the prosecutor, Hiles and Moore were in possession of a U-Haul rental vehicle from Sept. 5 through Oct. 3 that had been rented by Moore and was never returned. The vehicle was later found by Carroll County sheriff’s deputies at an Amsterdam-area residence.

David J. Eddy, 43, of 9057 Greer Ave., Waynesburg, was indicted on one count of aggravated possession of drugs, a fifth-degree felony; one count of driving under suspension, a first-degree misdemeanor; one count of drug paraphernalia offenses, a fourth-degree misdemeanor; and one count of operating a motor vehicle bearing an invalid license plate or identification mark, a fourth-degree misdemeanor.

Barnett said Eddy was stopped Oct. 25 after deputies determined the license plate did not match the vehicle and that Eddy did not have a valid driver’s license. Methamphetamine and a glass pipe used to smoke methamphetamine were found during a search.

Michael K. Kirk, 38, of 5254 state Route 43, Richmond, was indicted on one count of aggravated possession of drugs, a fifth-degree felony, and one count of operating a motor vehicle bearing an invalid license plate or identification mark, a fourth-degree misdemeanor.

Deputies stopped Kirk Nov. 27 after determining the license plate did not match the vehicle. After taking Kirk into custody, deputies found methamphetamine in his wallet.

Reina S. P. Johnson, 21, of 3092 Salineville Road NE, Carrollton, was indicted on one count of domestic violence, a fourth-degree felony.

Johnson allegedly struck her grandmother and threw a camera at her Nov. 27 at their Salineville Road residence. Barnett said Johnson had a prior domestic violence conviction in 2024.

Paul E. Marrs, 60, of 4813 Westville Lake Road, Beloit, was indicted on one count of aggravated possession of drugs, a fifth-degree felony, and one count of drug paraphernalia offenses, a fourth-degree misdemeanor.

Deputies stopped Marrs Dec. 3 on Alliance Road in Malvern. After a K-9 alerted to the vehicle, deputies found a glass pipe and methamphetamine in Marrs’ jacket pocket.

Vincent Snyder, 59, of 143 Bramble Road SW, Carrollton, was indicted on one count of receiving stolen property, a fourth-degree felony.

Deputies found Snyder Dec. 2 in possession of a stolen Chevrolet pickup truck while investigating a disabled vehicle in the 8000 block of Scio Road. The truck had been reported stolen from Alliance.

Shawn J. Lewis, 33, of 156 Fourth St. SE, Carrollton, was indicted on one count of having weapons while under disability, a third-degree felony; one count of aggravated possession of drugs, a third-degree felony; and one count of drug paraphernalia offenses, a fourth-degree misdemeanor.

Deputies stopped Lewis Dec. 4 near Carrollton for a traffic violation. After a K-9 search, deputies found about seven grams of methamphetamine, a glass pipe and a .22-caliber rifle. Barnett said Lewis had a prior felony drug conviction and was prohibited from possessing a firearm.

Arraignments are scheduled Thursday, Jan. 8, beginning at 8:30 a.m. before Carroll County Common Pleas Court Judge Michael V. Repella II.
