Hartville Council discusses leaf pickup, funding measures and welcomes new member

Legislation passed by emergency; leaf pickup begins Oct. 1; Monica Goodspeed joins council

At the Sept. 22 meeting of Hartville Village Council, Street Commissioner Anthony Nichols announced that leaf pickup will begin Oct. 1. He asked residents to place leaves no more than three feet from the road, noting that village trucks will not enter private driveways.

Mayor Cynthia Billings informed council of the recent death of former Street Commissioner Laverne Wittmer and reminded members of the 720 Market event scheduled downtown on Oct. 4.

Council passed several pieces of legislation by emergency, including a resolution to convert part of an advance to the Safety Intervention Grant Fund from the general fund, a resolution establishing the Sunnyside OPWC Fund, an ordinance amending annual appropriations for current expenditures, and a resolution to prepare and submit an application to the Ohio Public Works Commission State Capital Improvement and Local Transportation improvement programs.

Village Engineer Samer Awadallah presented his report, and council scheduled a work session with him and the street commissioner for Oct. 10 at 11 a.m. to discuss paving.

The Personnel Committee set a meeting for Sept. 29 at 10 a.m. to discuss salaries of wastewater treatment plant employees.

Council also held discussion with two property owners who want to connect to sanitary sewer service but are not necessarily interested in annexation.

The meeting marked the first for new council member Monica Goodspeed, who was appointed to fill the seat vacated by Frank Gant, who resigned.

Mayor Billings opened the session with an invocation.

The next regular council meeting is scheduled for 6:30 p.m. Monday, Oct. 13, at Village Hall, 202 W. Maple St. The meeting will also be live-streamed on Facebook and later available on the village’s Facebook Videos page.
