Harrison County commissioners approve road use, bridge project agreements
Ohio Gas Gathering to strengthen infrastructure in Green Township; TRC Engineers to oversee bridge replacement on Harrison 13 in Short Creek Township
The Harrison County commissioners approved two agreements at their Sept. 3 meeting.
The first, agreement 36-25, is a road and bridge use maintenance agreement between the county and Ohio Gas Gathering LLC for a site called Cologie in Green Township. The company intends to develop the site, located just over a mile from the intersection at Unionvale-Kenwood Road, also known as Harrison 13.
Under the agreement, OSG must complete engineering and geotechnical investigations and modify culverts, bridges and shoulders to allow equipment and materials to pass. The official route will begin at Springdale Hill Road for a distance of 0.57 miles.
OSG is also responsible for strengthening or upgrading certain roads or bridges to withstand expected pipeline activity. The company must give at least 30 days notice before any activities involving a railroad crossing to allow for inspection. Before work begins, OSG is required to post a financial guarantee of at least $300,000 per mile and $100,000 per structure.
The second agreement, 37-25, is between the county and TRC Engineers Inc. of Cleveland for a bridge replacement project on Harrison 13 in Short Creek Township.
“The consultant agrees to perform construction inspection and keeping of records and documents, construction administration and testing as may be authorized by Harrison County for the bridge replacement project,” Commissioner Dustin Corder said in reading the agreement.
The county will compensate TRC for certain work, including construction inspection, with total compensation not to exceed $111,979.81. Rates are set at $153.96 per hour for construction management and $104.45 per hour for a project structure inspector.
