The Harrison County Commissioners opened four bids for a new Computer Assisted Mass Appraisal, or CAMA, and Property Taxation System for the county auditor's office.
Clint Barr and Denise Santille represented the auditor's office during the bid opening. Barr read the proposals, which commissioners tabled at his request for further review.
X-Soft of Noblesville, Indiana, submitted a $476,500 bid that included an $87,000 annual ongoing fee, $20,000 for annual cloud storage, a one-time $20,600 configuration fee, a $35,000 data configuration fee and a $10,000 training fee.
Vision Government Solutions Inc. of Hudson, Massachusetts, listed only its ongoing annual cost of $74,500. ISSG Inc. of Waynesville also listed only its ongoing annual cost, $170,000.
Devnet of Sycamore, Illinois, submitted a bid totaling $500,000, which included $100,000 for CAMA and modeling software, $100,000 for tax billing and collection, $25,000 for a government public portal, $25,000 for project management implementation and data conversion, and $250,000 for training, ongoing support and maintenance, and GIS integration.
Santille said the county has not upgraded its system in many years and the new software is needed to track tax parcels, their values and tax valuations. The system would be used by both the auditor's and treasurer's offices for billing purposes.
Dawn Baker of the Ohio State Auditor's Office told commissioners she would serve as an additional contact for the project.
“So, anything we can do to help if you get questions from your fiscal officers in the county, just an additional point of contact,” Baker said.
