Blue Envelope Program now available in Harrison County

The program launched locally in November following a statewide rollout earlier this fall

The Blue Envelope Program, now available in Harrison County, is designed to help first responders better understand and assist individuals with developmental, cognitive or communication-related disabilities.

Participants keep a distinctive blue envelope in their vehicle containing important documents such as a driver’s license, vehicle registration and proof of insurance, along with optional information about the individual’s disability, communication preferences and any accommodations they may need. A blue decal placed on the vehicle alerts first responders that a Blue Envelope is present.

According to Pamela McCort, director of communications for the Harrison County Board of Developmental Disabilities, the program launched locally in November following a statewide rollout earlier this fall. While an exact number of participants is not available, she said several envelopes have already been distributed at fall events.

“Anyone who wants a Blue Envelope can simply contact our office or stop by and pick one up,” McCort said.

To help first responders quickly identify the program, McCort recommends placing the decal in the lower left corner of the vehicle’s rear window. She added staff members are available to help individuals complete the envelope if assistance is needed.

The program is especially beneficial for individuals with autism and physical or intellectual disabilities, particularly those who experience anxiety during interactions with unfamiliar people.

“Traffic stops or emergencies can be stressful for anyone, but for people with disabilities, especially those who don’t communicate with words, they can be overwhelming,” said Gloria Llewellyn, superintendent and CEO of the Harrison County Board of Developmental Disabilities. “The Blue Envelope program is a simple, powerful way to ensure those moments are guided by patience, respect and understanding.”

Caregivers are also encouraged to participate. If a non-disabled driver regularly transports a person with disabilities, the Blue Envelope may be used to help first responders better understand the needs of a passenger.

The Blue Envelope Program originated with the Connecticut Police Chiefs Association in 2020 and has since expanded nationwide. In Ohio, the initiative is implemented through a partnership involving the Ohio Developmental Disabilities Council, the Southern Ohio Council of Governments and the Southern Ohio Advocacy Group.

The program is free. Blue Envelopes are available upon request at the Harrison County Board of Developmental Disabilities. Residents may call 740-942-2158 or visit the county board office at 82480 Cadiz-Jewett Road in Cadiz.
