Zoar police contract could immediately end

At the Feb. 6 meeting, Bolivar Council learned the Village of Zoar has not signed a contract for police protection in the village at $40 per hour through Dec. 31, 2025. Zoar officials said they may look for an alternative solution for police protection other than Bolivar. Council agreed to make a decision about the contract at the March 6 meeting.

Council President Pro Tempore Will Bellinger said if the contract is not signed for police protection for Zoar, the contract will immediately end.

Council also approved the selection of the bicentennial banners for the village at a cost of $7,100. Chris Berens, a resident, made the presentation at an earlier time.

In another matter council passed an ordinance authorizing the mayor and fiscal officer to execute an agreement with Lawrence Township for fire protection services. Council signed the fire contract. Ann Ackerman, Lawrence Township fiscal officer, said once the fire contract is approved by the Village of Zoar and Lawrence Township, a signed copy will be provided.

Council also did the following:

—Held the first reading of an ordinance authorizing the mayor or fiscal officer to advertise for a public bid for garbage disposal services for the village.

—Passed an ordinance authorizing disposal or salvage of unneeded, obsolete or unfit personal property that belongs to the village and does not have any further value.

—Agreed to maintain a sign on private property that has been located there for 21 years.

—Adopted, by emergency, an ordinance authorizing 2025 permanent appropriations of $936,891 used for current expenses and other expenditures of the village during the fiscal year ending Dec. 31, 2025.

—Passed a resolution, as an emergency, to Tuscarawas County Homeland Security and Emergency Management at a cost of $250.

—Passed an ordinance, as an emergency, to authorize a contract with and also appoint Matthew Bailey of Legacy 5 Development Company LLC as zoning inspector.

—Heard Rod Tusing, street superintendent, say if residents see any concerning issues in the village to contact him at Village Hall.

—Heard copies of insurance are needed from the baseball, softball and football youth teams that use village facilities.

—Adopted an ordinance granting Bolivar Main Street Association consent to place and maintain an electric utility pole at the corner of Cherry Street and Sassafras Alley.

Other information

The police responded to 40 calls in January.

Tusing is seeking costs to purchase trees to replace old trees in the village.

The next meeting will be held March 6 at 7 p.m. in the new location at 121 Canal St., Bolivar, former American Legion building. Council set a special meeting for March 20 at 6:30 p.m. following the street and alley committee meeting at 5:30 p.m.
