Dover to require annual city income tax filing for most adults

Beginning this year, the city of Dover will require all residents 18 and older to file an annual Dover city income tax return for qualifying income for tax year 2025. Those who own businesses or rental property in the city also must file.
Residents with no taxable income must file an exempt return indicating their status.

The change was made to align with practices used by other municipalities.
“We’re one of only five entities in a 50-mile radius that was not doing mandatory filing,” Auditor Nicole Stoldt said. “So, we’re just trying to get in line with the rest of the state of Ohio.”
Stoldt said residents will not be double taxed because of the filing requirement. She said residents only need to submit the form, and the Dover Income Tax Department can assist with questions or paperwork.
