Project aims to transform area into a mixed-use space

An opportunity is on the horizon for downtown New Philadelphia with plans to redevelop the Joy Development site, a 17.48-acre piece of land that used to be the Howden Buffalo site. Managed by the Economic Development and Finance Alliance, this project aims to transform the area into a mixed-use space that includes homes, businesses and community areas.
The EDFA released its Request for Proposals on Aug. 9, inviting developers to submit plans by Sept. 27. Since then six proposals have been received from a variety of sources including entrepreneurs, businesses, small business owners, commercial real estate agents, housing contractors and nonprofit groups. This variety shows there is interest in revitalizing this site in downtown New Philadelphia.
The proposals aim to address the local housing shortage while creating spaces that encourage people to live, work and socialize together.
“As we go through this process, we have all the pieces to this puzzle. We just need to put the puzzle together,” said JC Shively, the business development director of the EDFA.
One aspect of the RFP is the focus on anchor tenants. These are established businesses that would take up large portions of the new development. Having reputable anchor tenants can help draw more visitors and businesses to the area. Anchor tenants are crucial in the process. They can elevate the entire community, providing both economic and social anchors that benefit all residents.
“EDFA has a phenomenal track record with brownfield sites and repurposing them. These six proposals represent an opportunity to make this a transformative project in the heart of New Philadelphia,” said Jon Elssaser, chairman of the EDFA.
The evaluation process for the proposals is thorough. The EDFA has set specific criteria for both developers and anchor tenants including assessing the quality of the proposed plans, ensuring they align with the city’s vision and confirming they can realistically execute their ideas within budget. Each submission also must show it has a sound financial plan and does not overly rely on government funding.
As the proposals are evaluated, a committee will review each based on the established criteria and select the most promising plans that align with local needs. These recommendations will then be presented to the EDFA, which has the final say on which proposals to accept. This process ensures the community’s interests are prioritized while allowing for innovative ideas to flourish.
The timing of this redevelopment comes at a crucial moment for New Philadelphia. The Joy Development site represents an opportunity to improve the physical space and to spark economic growth, create jobs and enhance the overall atmosphere of downtown.
“We’re optimistic with the partners we have that we can overcome any obstacles,” Shively said.
