N. Broadway cheesemaker sculpture to be installed

Sugarcreek Mayor Walt Wilson informed council at the Sept. 9 meeting that the cheesemaker sculpture will be installed Sept. 17 at 10 a.m. on North Broadway.

“It is expected to take 45 minutes to place the sculpture. MEB Systems has offered a crane to set the sculpture. The backfill on the new wall is complete, and the electrical work should be completed in the next week,” Wilson said.

He said picnic tables have been delivered and will be set in the new space. They are steel with weather-resistant coating. The new flower beds will be mulched for fall, and flowers will be planted in the spring. Construction on the pickleball courts will begin after the Ohio Swiss Festival Sept. 26-28.

A finance, personnel and audit committee met prior to council to discuss a pay ordinance and Baltic Police Protection contract. The committee recommended a 3% pay increase for most employee positions. Solicitor Doug Frautschy will prepare a new ordinance. The contact for the Baltic Police contract should be presented at the Sept. 23 meeting.

Council also did the following:

—Heard from Frautschy that he has not been able to contact anyone from the International Property Maintenance Code regarding fees charged.

—Learned Frautschy is a member of the County Regional Planning Commission. He thanked the village for use of the village council chambers for a recent meeting.

—Heard 2024 paving in the village is complete. The final cost was $192,420 including patching areas over recent water breaks.

—Learned residents on Dover Road that requested to have an alley closed will need to have a survey done. The survey will be given to Frautschy, and he will draft a petition that the property owners will sign and submit to council.

—Expressed appreciation to the police for their diligence in gathering information that led to a search warrant that was executed in Harrison and Carroll counties on Sept. 9. About two weeks ago, a theft of a trailer with tools estimated at $75,000 was stolen.

—Held the first reading of an ordinance to enter into a contract with the Tuscarawas County Public Defenders Office for 2025.

—Held a first reading of an ordinance to extend a contract with W.E. Quicksall and Associates Inc. for professional engineering services for the village.

—Gave a first reading of an ordinance to enter into contracts for providing fire protection and ambulance services for Clark, Sugarcreek, Auburn and Walnut Creek townships (East Holmes Fire District).

—Heard the first reading of an ordinance to enter into an agreement with the Tuscarawas County commissioners for housing prisoners.

—Passed, as an emergency, a resolution to prepare and submit an application to participate in the Ohio Public Works Commission State Capital Improvement and/or local transportation improvement programs and to execute contracts as required.

—Gave a first reading of an ordinance providing for the licensing of certain vendors, peddlers, solicitors and canvassers and setting penalties for the violation of the ordinance to revise license fees.

Other information

Wilson spoke at the Sugarcreek Senior Center, where several individuals asked about parking at businesses after hours in the location of the Mill Street Diner. A discussion followed; however, it is an issue of private property, and the village cannot dictate that people can park there.

The crosswalk lines at the intersection of Ohio 39 and Ohio 93 will be repainted to help with increased foot traffic.

The next meeting will be Sept. 23 at 7 p.m. at 410 S. Broadway in Sugarcreek. The meeting was changed from Sept. 16.
