Caution lights are in operation at the crosswalk
New caution lights have been installed at the South Wooster Avenue and Fourth Street crosswalk. Additional lights will be added for safety.

Strasburg village administrator Mike Rosenberry informed council at the Sept. 17 meeting that northbound caution lights are in operation at the crosswalk at Fourth Street and South Wooster Avenue.

“The southbound caution lights need electrical repairs. I have requested a proposal from TAPCO for additional light bars to be added to the existing configuration. Up to three bars can be added to each system,” Rosenberry said.

Rosenberry also said a permit for asphalt extension across the rail tracks was submitted to RJ Corman Railroad Company. The company has requested drawings and measurements. A sidewalk has been installed on Fourth Street Southeast to the railroad tracks.

In another matter council discussed the lack of ownership and ongoing mechanical issues with the field drag equipment used at Franklin Park. It was recommended the village take ownership and each organization pay a $250 annual maintenance fee. The information will be placed in the park agreement. Council agreed to pay Willandale Golf Cart Sales $1,383 for work done on the vehicles.

Council also did the following:

—Heard Zeltman Avenue Northeast will be closed from Wooster Avenue to the railroad tracks. All traffic will be rerouted to 12th Street Northeast. Access to Lincoln Drive and the Sibley Mart will be controlled by a flagger. Paving will resume in the village on Sept. 30, weather permitting.

—Learned four 60-inch outdoor side-mounted candle wreaths have been ordered at a cost of $4,374.

—Agreed to retain Lisa Edie to work at the park and assist with leaf collection through Nov. 30. Weeds also will be sprayed along the curb line. It was noted Edie is doing a great job.

—Heard the Federal Signal Ohio installation of the emergency sirens is expected by the end of September or early October.

—Clarified a rumor from Mayor Bruce Metzger that he does not plan to get rid of female police officers or firefighters. He also said if anyone has a problem with the Grandview Cemetery maintenance, to attend a Franklin Township trustees meeting, which are held the second Thursday of the month at 6:15 p.m. in the township building on Seventh Street Northeast.

—Heard Metzger, cemetery sexton, said the cemetery board always takes care of a hill behind St. John UCC; however, it is church property.

—Heard the school district agreed to split the cost of maintenance and repairs of the softball fields at a cost of $3,700 for the project.

—Heard the laterals and water taps were identified at Seventh Street Northwest and Dale Avenue. What was recorded when scoping the project does not match the drawings. Mark Malcuit is gathering a cost for materials and labor for the Pine Ridge portion of the extension from Seventh Street to Dale Avenue.

—Passed a resolution authorizing a request for professional design and engineering services, inspection, and contract administration services for the wastewater treatment plant reconstruction and expansion project.

Other information

Cleanup Day will be held Oct. 8. A list of requirements are available at Village Hall or on the website.

Trick or treat will be held Oct. 31 from 6-7:30 p.m. Those participating should turn on a light, and children should be accompanied by an adult.

Council learned the new firetruck is expected to arrive by Dec. 1.

Council heard a permit was issued for a new business, Agile Networks, at 100 12th St. NE.

Police responded to 96 calls in September, and the fire department responded to 26 calls so far this month.

Campbell Oil plans to begin constructing a service station/convenience store at U.S. 250 and Ohio 21 in the near future.

The next meeting will be held Oct. 1 at 6 p.m. at 224 N. Bodmer Ave. in Strasburg.
